HA + NaHCO3 ------> NaA + H2CO3 (H2O + CO2)

Any compound which is more acidic than H2CO3 is capable of liberating CO2 gas from NaHCO3 solution.

One standard order is

Sulphonic acid>carboxylic acid>H2CO3>phenol>CH3OH>H2O>ROH>terminal alkyne>NH3>alkene>alkane

So in your question we can say phenol can't liberate CO2 gas from NaHCO3 solution.
